Scotty's been quietly looking forward to Caro's Victory Tour stopping in District 3 more or less since she won. It'll be nice to see both her and Walter outside the Capitol for once. For a number of reasons. But then Caro had that minor meltdown in one of her posts, and Scotty really would like their train to hurry up so he can see for himself that she's all right. He's seen Data having rotten days like that often enough. His current plan is to make a great pest of himself and see if hugging sense into people is possible. He thinks Data's plan is probably similar.
So instead of waiting for the dinner party after the speech, Scotty's waiting at the train station.

"Mornin' lass," he says brightly.
"Uh, hi Scotty." It takes her a second, but she returns the hug.

He's not all that surprised that Scotty's first order of business is to hug Caro, but that's Scotty for you. It's nice to see a friendly face again after so many districts full of assholes.
"Hey, Scotty," He calls out, before turning his attention briefly to the prep team. The style minions are... up to their usual tricks, and Weyoun looks as obnoxiously cheerful as ever, if a bit like he's looking for something.

Caro looks amused. Good. Scotty figures he'll be even more of a pest and pop up a foot like they're in some ridiculous Capitol romance film and make a show of swooning on Walter. Because why not.

And that's why Scotty ends up dramatically dipped over backwards for a moment. It's not a terribly long moment, given the fact Walter would rather not fall over and his ability to balance is... questionable at best today. But it's long enough to keep up the weird scene.
He's not even all that drunk.

And Caro's just opening her mouth to respond when she changes her mind and points. And sure enough, here comes... well perhaps "wee" isn't entirely accurate, but Egg scrambles out of the train and bounds over to Caro. "Here he is," she says as she leans down to pet him.
Scotty likes dogs well enough, so he ambles over and crouches down to offer his hand for inspection. Egg gives his hand a cursory sniff before licking it enthusiastically. "Well hello there," Scotty says in his best talking to animals voice.

Sure enough, not but a moment later Weyoun reappears from where ever it was he'd wandered. Looking as overly put together and somehow frantic as ever; he eyes Scotty and the dog as if he's debating trying to get the puppy back on the train. Whether or not he will doesn't much factor in apparently, because all he says is, "Dinner is soon and we are on a very tight schedule."
"When aren't we," Walter grumbles in a way that's only kind of murderous.

Caro looks a little surprised, but grateful. "Oh, that'd be great actually. He doesn't really like the prep stuff."
"Oh, ye don't?" Egg just wags his tail and licks Scotty's hand again. "Well then, we'll just find ye something else to do." He scoops up Egg and stands back up. Egg wriggles in typical puppy fashion, but goes along with it.
"Be good, Egg," Caro says, reaching out to pat him on the head.
"We'll see you after your speech then, lass," Scotty says as the prep team shoos her away.
